Although the formal panel for the 8th Pay Commission is yet to be appointed after the initial announcement in January, discussions about the merger of Dearness Allowance (DA) with basic pay are already making headlines.

The potential merger could drastically impact how salaries are calculated, particularly with a revised fitment factor. This change could push the base-level salary from ₹18,000 to as high as ₹79,000, marking a historic shift in government pay scales.
DA Rises to 55%, Sparks Fresh Salary Calculations
Under the current 7th Pay Commission, the minimum basic salary for Level 1 employees stands at ₹18,000. With the recent 2% hike in DA, total Dearness Allowance has now reached 55%, increasing the adjusted pay to ₹27,900.
If the fitment factor—a multiplier used to revise salaries—is applied to this new base of ₹27,900 instead of the original ₹18,000, employees could see a significant jump in their monthly earnings. This approach mirrors past practices where DA was merged with basic pay before fitment calculations.
Fitment Factor Key to Salary Hike Under 8th Pay Commission
According to media reports, the 8th Pay Commission may propose a fitment factor ranging from 1.92 to 2.86.
