C.P. Joshi Advocates for Developing Nations at UN General Assembly

New York, October 6: C.P. Joshi, the Member of Parliament from Chittorgarh, represented India at the Second Committee of the 81st session of the United Nations General Assembly. Leading the Indian parliamentary delegation, Joshi delivered his statement in Hindi.

Joshi expressed support for the statement made by the Group of 77 and China, highlighting the serious challenges faced by many developing nations. He noted a significant decline in Official Development Assistance (ODA) by 2025, which has impacted countries far removed from conflict zones, particularly in terms of food, fuel, and fertilizer supply disruptions.

“Developing countries bear a heavy cost for global instability, yet they lack adequate representation in international financial institutions,” Joshi stated.

While addressing the committee, Joshi shared India’s perspective on accessible financing, digital public infrastructure, development partnerships with the Global South, and accelerating the Sustainable Development Goals (SDGs).

He emphasized that for countries with limited resources, high import costs translate to reduced investment in their people’s development. This presents a dual challenge: to accelerate progress towards the SDGs and to maintain hard-won achievements. He stressed the need for more affordable financing and greater certainty in its availability, along with a stronger voice for developing nations in decision-making processes.

Joshi highlighted India’s experience in mobilizing finance for the development of over 1.4 billion people. He pointed out that the country has enhanced its capacity to raise domestic resources, including digitizing tax administration. The digital public infrastructure has connected more people to banking and financial services, improved access to public services, and assisted small businesses in integrating into the formal economy.

He mentioned that India is developing new projects under public-private partnerships and creating financial instruments to attract infrastructure investment. According to Joshi, private investment contributes most to development when aligned with national priorities and supported by robust public institutions.

India has initiated several key initiatives, including:
– India-UN Development Partnership Fund: Supporting projects chosen according to partner countries’ priorities.
– IBSA Fund (India-Brazil-South Africa): Similar partnership initiatives.
– International Solar Alliance: Collaboration in clean energy.
– Coalition for Disaster Resilient Infrastructure (CDRI): Ensuring disaster-resilient infrastructure.
– BRICS presidency and New Development Bank: Working towards capital access for sustainable development projects.

Joshi noted that India’s presidency of BRICS this year has provided another opportunity to address financing challenges. The country, along with the New Development Bank, has engaged governments and the private sector to explore how to channel more capital into sustainable development projects. India assumed the BRICS presidency on January 1, 2026.

He emphasized that discussions on the post-2030 development agenda should begin with a candid assessment of the barriers to achieving current goals, ahead of the 2027 SDG Summit. Joshi supports an agenda that advances unfinished SDG work and allows countries to set their development priorities and lead their implementation.

He also stated that the UN80 reforms should strengthen the UN’s development pillar to better assist member states in achieving tangible results on this agenda. The UN80 initiative, launched by the Secretary-General to mark the UN’s 80th anniversary, includes reforms to the organization’s development pillar.

During his visit to New York, Joshi also met with the Indian diaspora.
