CAPFs and Assam Rifles Personnel to Receive Honorary Rank on Retirement: Here’s What You Need to Know

New Delhi, June 7 — In a move that underscores respect and recognition for decades of service, the Modi government has announced that personnel of the Central Armed Police Forces (CAPFs) and Assam Rifles will now be conferred an honorary rank on the day of their retirement. This symbolic promotion—one rank higher than their existing position—aims to honor their service and boost morale without impacting their pension or pay.

One-Rank Honor for Retiring Personnel

According to a circular issued by the Ministry of Home Affairs (MHA) on May 30, 2025, all retiring employees from the rank of constable to sub-inspector are eligible to receive this honorary promotion on their last working day. While it does not bring any financial benefit or pension increment, the move is being seen as a prestigious gesture that recognizes their commitment and contribution.

For instance, a sub-inspector retiring under this scheme will receive the honorary title of inspector as a mark of distinction. It is a non-functional, ceremonial rank, but one that carries significant emotional and professional value.

Eligibility Criteria and Conditions

The scheme, while honorary in nature, is bound by certain strict eligibility criteria to maintain its integrity and prestige:

• The retiring personnel must meet all promotion requirements applicable at the time of retirement.

• A clean service record is mandatory. The Annual Performance Appraisal Report (APAR) for the past five years must be rated ‘good’ or higher.

• No major disciplinary action or punishment should have been recorded in the last five years.

• The individual must have a record of unquestionable integrity, and clearance is required from the departmental inquiry or vigilance authority.

• The commanding officer’s recommendation is essential to approve the honorary rank.

• The promotion will only apply within the same cadre as the employee’s current role and will not affect inter-se seniority.
