Congress Calls for ED and CBI Investigation into IAS Officers Transfer Allegations

Jaipur, October 29: Congress state president Govind Singh Dotasra has challenged the state government to initiate an investigation by the Enforcement Directorate (ED) and the Central Bureau of Investigation (CBI) regarding the transfer of IAS officer Shikhar Agarwal. Dotasra accused the government of corruption, asserting that this is not merely an internal conflict among officials but a broader fight against corruption involving individuals at all levels. He stated, “The BJP government’s cup of sins is overflowing, and clues are beginning to emerge.”

Dotasra highlighted a sequence of events, mentioning the removal of Sudhansh Pant followed by Agarwal’s transfer, and the subsequent narrative surrounding the appointment of a new Director General of Police (DGP). He described this as a chess game among leaders and officials, indicating a significant corruption scandal within the government.

Citing Chief Minister‘s Decisions

Dotasra emphasized that decisions made by officials close to the Chief Minister’s Office (CMO) are effectively the Chief Minister’s decisions. He alleged that any relief granted to companies was done under the auspices of a committee chaired by the Chief Minister. He questioned the purpose of the ED, Income Tax Department, and CBI, asking whether they were established to intimidate Congress or to combat corruption. If their purpose is to fight corruption, he insisted that an investigation should be conducted in this case as well.

He also mocked the Chief Minister’s comment about searching for “crocodiles,” suggesting that the Chief Minister is now encountering the very issues he sought to uncover. Dotasra raised concerns about the last-minute halt of an auction related to a resort in Daulatpura, questioning who was behind this decision just two hours before the deadline.

Consequences of Internal Conflicts

Referring to former Chief Secretary Sudhansh Pant, Dotasra remarked that someone who has managed the government for two years will not remain silent. He stated, “When politicians throw spears at each other, officials often escape scrutiny, but if officials start throwing spears at one another, the government will also face consequences.” He noted that Pant’s removal was not a trivial matter, as he took significant information with him.

Dotasra warned that the ongoing power struggle among top officials will continue to reveal more information. He indicated that while bureaucratic issues are currently surfacing, political matters will follow, suggesting a deeper connection to the BJP’s internal dynamics.

Background of the Case

Shikhar Agarwal, an IAS officer from the 1993 batch, was transferred late Wednesday night by the state government. He previously served as the Additional Chief Secretary for the Industries and MSME Department and was also the chairman of RIICO and Rajasico. Reports indicate that his family purchased 20 villas in Alwar and 20 cottages in Udaipur from Goyal Fashions Private Limited for a total of ₹6.16 crore over two and a half years, subsequently leasing them back to the same company. Agarwal defended himself by stating that he disclosed this transaction in his property returns.
