ED Seizes Assets Worth ₹426 Crore Linked to Azam Khans University Amid Money Laundering Allegations

New Delhi, October 28: The Enforcement Directorate (ED) has temporarily seized land and buildings worth ₹426.46 crore associated with Mohammad Ali Jauhar University in Rampur, linked to Samajwadi Party leader Azam Khan. The current market value of the seized assets is estimated at approximately ₹1,170 crore, as reported by the ED on Wednesday.
The university campus is located in Jauhar Nagar, Singan Kheda, and the properties are registered under the Maulana Mohammad Ali Jauhar Trust, founded by Azam Khan, who also serves as the honorary chancellor of the university. The ED alleges that the university’s assets were built using government funds, money from contractors who received government contracts, and proceeds from land-related irregularities.
Campus Valued at ₹499 Crore, Only ₹72.63 Crore Accounted
According to the ED, the district valuation officer assessed the cost of the campus, which includes 59 buildings and land acquired through 114 transactions, at ₹499.09 crore. However, the trust reported only ₹78.32 crore in capital expenditure on its income tax return. Among this, ₹12.29 crore in donations were found to be fraudulent, leaving only ₹66.03 crore as legitimate expenditure. The ED claims that only ₹72.63 crore of the campus’s cost can be accounted for legally, while the remaining ₹426.46 crore is considered proceeds of crime, leading to the asset seizure. The income tax department has already canceled the trust’s registration.
Funds from MLA and Government Schemes Misused
The ED’s investigation revealed that ₹6.60 crore worth of work was carried out in the private campus using funds from the MLA and Legislative Council member’s regional development fund. Additionally, ₹23.41 crore in government infrastructure projects were approved for this campus. Allegations suggest that money from contractors who received government contracts was funneled back to the trust as donations.
Farmers’ Land and 34 Acres of Enemy Property
The ED initiated its investigation based on 26 FIRs filed at the Azeem Nagar police station, which allege the forcible acquisition of farmers’ agricultural land for the university. An additional 28 FIRs related to allegations of house demolitions have also been included in the investigation. In Singan Kheda village, the university is accused of occupying approximately 34 acres of enemy property even after the lease was canceled. This land was later reclaimed by the enemy property custodian through the district administration.
On August 19, the ED conducted raids at the university and related locations, seizing electronic devices and documents. Under the Prevention of Money Laundering Act (PMLA), the temporary seizure must be confirmed by a judicial authority within 180 days. During this period, the seized assets cannot be sold or transferred to another party. The ED has stated that the investigation is ongoing.
