1. To make the pakoras, in a mixing bowl, combine gram flour, chopped onion, green chili, turmeric powder, red chili powder, salt, and water to make a thick batter. Heat oil in a deep frying pan and drop spoonfuls of the batter into the hot oil. Fry the pakoras until they are golden brown and crispy. Drain them on a paper towel and set them aside.
2. In a separate bowl, whisk yogurt and gram flour together until smooth. Add turmeric powder, red chili powder, and salt to the mixture.
