Jaipur, June 16: The Rajasthan High Court has issued a significant directive regarding the permanent parole application of former MLA Kanwar Lal Meena, who is serving a sentence for a nearly 20-year-old case involving the pointing of a pistol at a Sub-Divisional Magistrate (SDM) in Jhalawar district. The court has instructed the state parole committee to make a decision on Meena’s application within seven days.
This order was passed by a division bench of the Rajasthan High Court, which included Justice Ganesh Ram Meena and Justice Pramila Kumar Mathur, during a hearing on Monday. Meena’s petition stated that over two months had passed since he applied for permanent parole, yet the state parole committee had not reached a decision.
The petition also argued that the Rajasthan parole regulations do not specify a timeframe for decision-making on applications. This lack of a deadline allows authorities to indefinitely postpone decisions, affecting the personal freedom rights of inmates.
Meena’s legal representatives informed the court that the delay in processing the parole application was causing unnecessary waiting time for him. Therefore, they requested the court to ensure a timely decision.
Following the hearing, the High Court directed the state parole committee to consider the parole request according to the rules and to reach a decision within seven days. However, the court refrained from commenting on whether the parole should be granted or denied, leaving the final decision to the committee.
It is noteworthy that Kanwar Lal Meena was sentenced to three years in prison for his conviction in the high-profile case involving the SDM. He is currently serving his sentence and is seeking permanent parole.
All eyes are now on the state parole committee’s decision, as the High Court has set a clear timeline for this matter.
