Opposition Coalition Submits Memorandum to President Demanding Election Reforms

New Delhi, October 9: Leaders from the opposition coalition in India have submitted a memorandum to the President, outlining four key demands regarding the electoral system. The memorandum calls for the resignation of Chief Election Commissioner Gyanesh Kumar, an immediate halt to the SIR, and a return to ballot paper voting for all elections. The Congress party has shared a copy of the memorandum on social media.

In the memorandum, opposition MPs assert that they represent over 60% of the country’s population and claim that the electoral system and democratic framework have been tampered with. The document is dated October 9, 2026.

Four Key Demands in the Memorandum
1. Resignation of Chief Election Commissioner Gyanesh Kumar and repeal of the 2023 law granting lifetime immunity to the Chief Election Commissioner and other election commissioners.
2. Immediate halt to the SIR and restoration of 13.3 million voters removed from the electoral rolls.
3. Reinstatement of ballot papers for all elections.
4. Nullification of all assembly elections from the past two years that presented evidence of “vote theft.”

Concerns Raised About Elections in Seven States
The memorandum alleges widespread “vote theft,” claiming that assembly elections in Haryana, Maharashtra, Madhya Pradesh, Chhattisgarh, Bihar, Delhi, and West Bengal were affected. It accuses the Election Commission of tampering with both EVMs and voter lists.

Opposition MPs also allege that the Chief Election Commissioner provided false information to the Supreme Court. The memorandum specifically names Prime Minister Narendra Modi and Home Minister Amit Shah, accusing them of violating constitutional voting rights.

“The Election Commission is the Guardian of the Constitution, Not Its Owner”
Referencing Article 326 of the Constitution, the memorandum states that the right to vote is the foundation of representative democracy. It emphasizes that the Election Commission is the constitutional guardian, not its owner, and is accountable to the Constitution.

The MPs urge the President, as the constitutional head of the Republic, to acknowledge this situation and ensure prompt action on their demands.

Signatures from Leaders of Various Parties
The memorandum includes signatures from leaders of various parties within the opposition coalition, such as D. Raja (CPI), Manoj Kumar Jha (RJD), Supriya Sule (NCP-SP), Rajiv Rai (Samajwadi Party), and Thol. Thirumavalavan (VCK), among others.

Notable opposition leaders present during the submission included Congress President Mallikarjun Kharge, Leader of the Opposition in the Lok Sabha Rahul Gandhi, and West Bengal Chief Minister Mamata Banerjee.

Similar Issues Heating Up in Rajasthan
The issues of “vote theft” and the SIR are also prominent in Rajasthan’s political discourse. Congress leader Sachin Pilot recently highlighted the removal of 13.3 million names from the voter list, labeling it “vote ban.” Former Chief Minister Ashok Gehlot has raised questions regarding the Election Commission’s role and the FIRs filed against Rahul and Priyanka.
