New Delhi, October 16: Abhijit Deepke, the founder of the Cockroach People’s Party (CJP), was detained by Delhi police on Friday evening while heading to Central Park in Connaught Place. This precautionary measure was taken ahead of a planned protest at the park. Deepke announced the demonstration following the arrests of party members Saurav Das and Ashutosh Ranka, who were sent to judicial custody for five days related to a protest at Jantar Mantar.
The police visited Deepke’s home on Friday and issued two notices. The first notice, from the New Delhi district under the Delhi Police Act, warned him against going to Central Park due to the enforcement of Section 163 of the Indian Penal Code. The second notice, from the South West Delhi police, reminded Deepke that he, along with Ashutosh and Saurav, had been detained at the airport and presented in court, where they were prohibited from causing disturbances for one year.
This prohibition is linked to Section 126 of the Indian Citizen Security Code, which allows an executive magistrate to require a peace bond for up to one year if there is a risk of public disorder. It is a precautionary measure and not an accusation of any crime.
In response to the protest announcement, extensive security arrangements were implemented across Central Delhi, including Connaught Place and Central Park. Reports indicate that over 6,000 police personnel were deployed in the area, with an additional 5,000 on reserve. More than ten new CCTV cameras were installed around Central Park and Rajiv Chowk, and seven layers of security were established within the park. Barricades were set up at various locations, including Connaught Place, Patel Chowk, ITO, and Parliament Road.
The New Delhi Municipal Council (NDMC) closed Central Park for two days in anticipation of the protest. The police stated that if protesters wish to raise the national flag and sing the national anthem, they may consider allowing them to do so at an alternative location.
In summary:
– Who: Abhijit Deepke, founder of the Cockroach People’s Party
– When: Friday evening, during precautionary detention
– Why: Planned protest at Central Park, Connaught Place
– Notices: Two; one under the Delhi Police Act, the other regarding a one-year peace bond
– Arrangements: Over 6,000 personnel in Central Delhi, Central Park closed for two days
The CJP leaders have faced ongoing actions over the past week. On October 10, Deepke, Das, and Ranka were detained at the airport upon their arrival in Delhi, but were later ordered to be released. Following this, Das and Ranka were taken into custody from Jantar Mantar on October 13. This crackdown comes as the Delhi police have de-notified Jantar Mantar as a protest site, designating Ram Leela Ground, Burari Ground, and CBD Ground in East Delhi as alternatives.
