New Delhi, October 17: Congress President and Leader of the Opposition in the Rajya Sabha, Mallikarjun Kharge, has written to Prime Minister Narendra Modi for the fourth time, demanding an all-party meeting before introducing a new constitutional amendment bill on delimitation. In his letter dated Friday, Kharge emphasized that such significant constitutional changes cannot be imposed on Parliament without meaningful discussions.
Kharge pointed out that it has been 64 days since the Monsoon Session was adjourned indefinitely, yet both Houses have not been prorogued. This unprecedented delay raises serious concerns regarding parliamentary procedures.
In his tweet, Kharge stated, “I have written to PM @narendramodi ji for the fourth time, demanding an All-Party meeting before any fresh Constitutional Amendment Bill on Delimitation is finalized. The previous Bill failed to secure the requisite two-thirds majority. Such far-reaching constitutional changes cannot be bulldozed through Parliament without meaningful consultations.”
The last delimitation bill, the 131st Constitutional Amendment Bill, was voted down in the Lok Sabha on April 17, 2026, with 298 votes in favor and 230 against. A two-thirds majority is required for constitutional amendments, which means at least 352 votes were necessary. The bill fell short by 54 votes, leading the government to withdraw it from the Lok Sabha.
Kharge first raised this demand in a letter to the Prime Minister on April 11, insisting that an all-party meeting should occur before any constitutional amendment bill on delimitation is introduced. Following this, the government publicized the bill on April 14 and convened a special session on April 16.
Moreover, Kharge has questioned the lack of prorogation for both Houses, stating that this situation is unprecedented and raises serious questions about parliamentary norms. As of now, there has been no response from the government regarding Kharge’s letter or the scheduling of an all-party meeting.
The issue of delimitation is also prominent in Rajasthan’s political landscape. On October 14, BJP state president Madan Rathore criticized former Chief Minister Ashok Gehlot, accusing him of making statements regarding delimitation that contradict his own decisions during his tenure.
