Chandigarh, September 10: As the 2027 Punjab Assembly elections approach, both Congress and BJP have entrusted their strategic leadership to two prominent leaders from Rajasthan. Congress has appointed former Deputy Chief Minister Sachin Pilot as the new All India Congress Committee General Secretary in charge of Punjab, while BJP has assigned the responsibility to Satish Punia, the former state president and current Member of Parliament. This sets the stage for an intriguing “Rajasthan vs. Rajasthan” battle in Punjab’s political arena.
The key question is not just how effectively Punia and Pilot can strengthen their respective parties in Punjab, but also why both parties have relied on leaders from Rajasthan for this crucial electoral state. Furthermore, the impact of their performance in Punjab on their political futures in Rajasthan remains to be seen.
Pilot Faces Immediate Challenge: Unifying Congress
Sachin Pilot’s appointment on September 5, replacing Bhupesh Baghel, comes at a time when Punjab Congress has been grappling with internal strife. Currently, the Punjab Congress has multiple power centers. Amarinder Singh Raja Warring serves as the state president, former Chief Minister Charanjit Singh Channi heads the campaign committee, Sukjinder Singh Randhawa chairs the core committee, and Pratap Singh Bajwa remains the leader of the opposition in the assembly. This division means that the organization, electoral campaign, and assembly leadership are in the hands of different leaders. This balance could either empower Congress or become its greatest weakness if factionalism escalates.
Why Was Baghel Removed, and Why Trust Pilot?
Bhupesh Baghel was appointed as Punjab in-charge in February 2025, with expectations to coordinate between various party factions. However, after organizational changes in July 2026, tensions escalated between the Channi and Warring camps, leading Channi’s supporters to demand a leadership change. Subsequently, Congress leadership reassigned Baghel to Assam and entrusted Pilot with Punjab’s responsibilities. Following Pilot’s appointment, various leaders, including Channi, publicly welcomed him and expressed their willingness to cooperate. Pilot’s initial test will be to emerge as an acceptable coordinator among all factions rather than being perceived as a leader of just one group.
Pilot’s Experience Could Prove Beneficial in Punjab
Sachin Pilot has previously served as the state president of Rajasthan Congress for nearly six years. His significant role in restructuring the party after its major defeat in 2013 and aiding its return to power in 2018 is noteworthy. In Punjab, he will face similar challenges, although the difference lies in Congress already having an established organization and voter base. The primary issue is not a lack of ground support but rather conflicts among leadership. Since taking on his new role, Pilot has indicated a desire to prepare for elections collectively with all Punjab Congress leaders, emphasizing shared responsibility and discipline.
Punia’s Mission: Establishing BJP’s Presence
Satish Punia’s challenge is distinctly different. Instead of unifying a fragmented party, he must significantly expand BJP’s independent organizational footprint in Punjab. The BJP has made it clear that it intends to contest all 117 seats in the 2027 assembly elections independently. During his visit to Punjab, Punia reiterated the party’s commitment to contesting every seat without forming any alliances. Historically, the BJP has been allied with the Shiromani Akali Dal in Punjab, with its strength primarily limited to urban and Hindu-majority seats, while the Akali Dal maintained a network in rural and Sikh-majority areas. Following the breakdown of their alliance over the farmers’ laws issue in 2020, the BJP is now tasked with establishing its independent base across Punjab.
2022 Elections: Limited Success, Growing Vote Share
The electoral challenges for the BJP are evident in the numbers. In the 2022 Punjab Assembly elections, the party secured only two seats with a vote share of approximately 6.6%. However, in the 2024 Lok Sabha elections, its vote share increased to 18.56%, yet the party failed to win any of Punjab’s 13 Lok Sabha seats. This indicates that while the BJP has made significant gains in voter percentage, it has struggled to convert this into actual seats. For Punia, the primary measure of success will be transforming this increased vote share into assembly seats.
Attempting to Replicate Haryana’s Organizational Model in Punjab
Punia aims to replicate the organizational model that has worked in Haryana. By focusing on building a robust grassroots network and engaging with local communities, he hopes to establish a stronger presence for the BJP in Punjab.
