
Guwahati, May 25: The Assam Assembly presented the Uniform Civil Code (UCC) bill on Monday. Parliamentary Affairs Minister Atul Bora introduced the bill on behalf of Chief Minister Himanta Biswa Sarma. The state cabinet had approved this legislation two weeks ago. A detailed discussion on the bill is scheduled for May 27 in the Assembly.
If passed, Assam will become the third state in India to implement the Uniform Civil Code, following Uttarakhand and Gujarat. The Assam government claims that this law will be a significant step towards social equality, women’s rights, and uniformity in family laws.
Exemptions for Tribal Communities and Traditional Practices
Chief Minister Himanta Biswa Sarma clarified that Scheduled Tribes (Hill) and Scheduled Tribes (Plains) will be exempt from this law. Additionally, traditional religious customs, social practices, and rituals will also be excluded from the UCC. The government asserts that special provisions have been made to safeguard the identity and rights of traditional communities, considering the state’s cultural and tribal diversity.
Four Key Areas Covered by UCC
In the first cabinet meeting after the elections, Chief Minister Sarma stated that the proposed Uniform Civil Code would primarily cover four key areas. These include setting a minimum age for marriage, prohibiting polygamy, granting equal rights to daughters in parental property, and incorporating matters related to live-in relationships into the legal framework. The government believes these provisions will provide women with greater legal protection and equal rights. Meanwhile, opposition parties and some social organizations have called for extensive discussions and dialogue with all communities on this issue.
A Politically and Socially Significant Move
The political atmosphere surrounding the UCC in Assam is heated. The BJP views it as a major step towards social reform and equal civil rights, while the opposition considers it a sensitive social issue that requires careful implementation.
