Major Reform in Passport Rules by Ministry of External Affairs
In a significant step aimed at simplifying the passport application process, the Ministry of External Affairs (MEA), Government of India, has announced a major change. As per the new rules, a marriage certificate is no longer mandatory for adding a spouse’s name in the passport. Instead, applicants can now submit a self-declaration using Annexure J, streamlining the process and offering relief to countless applicants nationwide.

This update is expected to benefit a large number of citizens, particularly in states where obtaining a marriage certificate remains a challenge or is not considered essential.
Annexure J: A New Alternative to Marriage Certificate
Previously, couples were required to produce an official marriage certificate when applying to include their spouse’s name in the passport. This often led to delays and complications, especially for urgent applications related to employment, education, or medical travel.
Now, with the introduction of Annexure J, applicants can provide a self-declaration affirming their marital status, eliminating the need for a government-issued marriage certificate. This move is seen as a progressive step that acknowledges the realities of documentation challenges in many parts of the country.
Boost for Applicants in Rural and Underserved Regions
States like Uttar Pradesh, Bihar, and Madhya Pradesh, where marriage certificates are still not widely issued or enforced, will particularly benefit from this update. Citizens from these regions often struggled to meet this requirement, facing bureaucratic delays or even being denied passports.
This reform by the MEA ensures greater accessibility and inclusivity in the passport issuance process, empowering more Indians to travel abroad without unnecessary procedural hurdles.
